{"id":102931,"date":"2023-06-02T12:40:12","date_gmt":"2023-06-02T07:10:12","guid":{"rendered":"https:\/\/www.icsf.net\/?post_type=newss&#038;p=102931"},"modified":"2023-06-02T12:40:12","modified_gmt":"2023-06-02T07:10:12","slug":"review-of-un-fish-stocks-agreement-delivers-mixed-results","status":"publish","type":"newss","link":"https:\/\/www.icsf.net\/newss\/review-of-un-fish-stocks-agreement-delivers-mixed-results\/","title":{"rendered":"Review of UN Fish Stocks Agreement delivers \u201cmixed\u201d results"},"content":{"rendered":"<p>Delegates to the UN Fish Stocks Agreement Resumed Review Conference reviewed the recommendations from the last meeting of the Review Conference in 2016. Delegates achieved progress on strengthening the ecosystem approach, addressing illegal, unreported, and unregulated (IUU) fishing, preserving deepsea ecosystems, and promoting coordination between regional fisheries management organizations (RFMOs).<\/p>\n<p>The outcome of the Conference covers four areas of fisheries management:<\/p>\n<ul>\n<li>conservation and management of stocks;<\/li>\n<li>mechanisms for international cooperation through RFMOs;<\/li>\n<li>monitoring, control, and surveillance, and compliance and enforcement; and<\/li>\n<li>effective participation of developing states and non-parties.<\/li>\n<\/ul>\n<p>The\u00a0Earth Negotiations Bulletin (ENB)\u00a0reports\u00a0that feelings about the outcome were mixed. The Resumed Review Conference was expected to \u201ctest \u2026 key fishing nations and RFMOs on their readiness to adapt fisheries management\u201d to the new developments in ocean governance, the\u00a0ENB\u00a0analysis of the meeting\u00a0notes. These new developments include an\u00a0agreement under the World Trade Organization\u00a0(WTO) on harmful fisheries subsidies, a\u00a0treaty on biodiversity beyond national jurisdiction\u00a0(BBNJ), and the\u00a0Global Biodiversity Framework\u00a0(GBF) adopted under the Convention on Biological Diversity (CBD). Yet, the ENB\u00a0summary report of the meeting\u00a0indicates, many drew attention to \u201climited or no progress in a number of areas, including lack of reference in the recommendations\u201d to these instruments.<\/p>\n<p>While the ocean \u201cis in peril as marine ecosystems and all living species face increasing challenges related to overfishing, climate change, biodiversity loss, pollution, and acidification,\u201d \u201cthe latest news regarding the sustainability of fish stocks under the mandate of UNFSA is neither comforting nor heartbreaking,\u201d according to\u00a0ENB. \u201cThe overall status of highly migratory fish stocks and straddling fish stocks has not improved since 2016,\u201d it notes. At the same time, success stories from managing specific stocks show that \u201cthrough carefully planned and scientifically informed management initiatives, improvement is within reach, even for stocks that have been fished at unsustainable levels for many years.\u201d The \u201cnew policy seascape\u201d will also require \u201cexpanded coordination and cooperation between the various bodies involved in ocean governance\u201d to achieve such improvements.<\/p>\n<p>The UN Fish Stocks Agreement Resumed Review Conference convened at UN Headquarters in New York, US, from 22- 26 May 2023.
