SSF Guidelines Implementation – Towards other Regional Plans of Action by N. Venugopalan, Programme Manager, ICSF

The discussion identified the following points:

  • Strengthen participatory approaches and inclusion of SSF in government decision-making processes related to policy and legislative development, regional level organizations and other multilateral levels meetings, including CBD, UNFCCC, etc.
  • Adopt effective legislation and access arrangements (e.g. licences, permits, etc.) to ensure equitable access to fisheries resources
  • Provide preferential access through legislative action towards protecting tenure rights of small-scale and artisanal fishers
  • Ensure effective co-management of fisheries resources through devolution of powers to the local level, and improve interface between science and policy to assist local communities to manage their fisheries
  • Promote the responsible participation of women and youth in activities related to small-scale fisheries
  • Develop strong SSF organizations, collaborating across countries and regions, and facilitate regular in person or virtual meetings
  • Support capacity development of SSF organizations, including of women and youth, to emerging demands for effective resource management at the international level
  • Ensure decent work and effective social protection of small-scale fishers and fishworkers to deal with all uncertainties arising from pandemics
  • Promote learning fishing and marketing of new invasive species
  • Protect SSF from the negative impacts of ‘blue economy’.
