The Odisha Government is formulating a new policy to boost export from the State aiming to achieve nearly a fivefold increase within a stipulated time period. While the Government is now implementing the State Export Promotion Policy-2014, a process is on for a more progressive Export Policy during this year, said sources. As the State has scaled up its exports to about Rs20,000 crore, the new policy aims to achieve Rs1 lakh crore, said officials. In the meantime, the State Government has roped in the services of the Federation of Indian Export Organizations (FIEO) for formulation of the new Odisha Export Policy-2017. Principal Secretary MSME LN Gupta has already discussed the issues with senior functionaries of FIEO. FIEO Deputy Director General Eastern Region Debadatta Nandwani attended the recently held meeting, where she made a detailed presentation on the broad outlines of the proposed policy. To boost exports, the State Government has asked FIEO to provide the Final Draft of new Export Policy by March 31. Before that, the FIEO will coordinate with the State Government to organise the first stakeholders’ meet soon, wherein all the industry associations and exporters will be invited for consultation. The focus is now on working out a specific strategy for promoting export in each category of products. Traditionally, metallurgical products have had a lion’s share in Odisha’s export pie. Export of marine products is also picking up with the initiative taken up by the entrepreneurs and recently with launching of air cargo facilities from Bhubaneswar International Airport, export of these food products will receive a booster dose. The new policy would provide Export Vision-2036 for the State along with intermediary visions for the year 2025 and 2030. The policy would also map the existing and proposed export infrastructure, strategy and structure; so also the review mechanism and online monitoring of exports from Odisha. The new policy envisages setting up of Export Promotion Councils on various products like handicraft, handloom, cashew, engineering goods, agricultural and food products. Export Promotion Cells would be established in departments like Textiles, Handloom and Handicrafts, Industries, Agriculture, Fisheries and Animal Resource Development, Steel and Mines, Health and Family Welfare and Electronics and IT, said sources. In the meantime, the Government of India has taken up mid term review of the Foreign Trade Policy, 2015-20, for which the opinion of the State Government has been sought. As Odisha is on the forefront of export business, the opinion of the State Government counts much, officials say. Union Ministry of Commerce Secretary Rita Teaotia has written to the State Government in this regard. Teaotia during her last visit to the State appreciated the number of proactive steps for promotion of export. Odisha has been a pioneering State for putting in place a progressive Fishery Policy in the year 2015 covering the entire gamut of fisheries- harvest, post-harvest infrastructure, market support, socio-economic issues of fishing community and related issues, said she during the discussion with Chief Secretary AP Padhi during her visit to the State in 2016.
