The Office of the High Commissioner for Human Rights (OHCHR) has published the OHCHR’s Guidance Note on a Human Rights-Based Approach to Data (HRBAD) to leave no-one behind in the implementation of the 2030 Agenda for Sustainable Development.  

The document, printed during the 70th Anniversary of the Universal Declaration of Human Rights, is available in all UN official languages online at

The note builds on international human-rights norms and principles pertaining to data. It provides concise, practical guidance to help make visible, groups traditionally left behind and excluded from official statistics, while protecting their rights in the process.

The Guidance Note seeks to support the development of new partnerships and enhance collaboration among a variety of data stakeholders, including national human-rights institutions, national statistical offices and civil society organizations.

According to Zeid Ra'ad Al Hussein, the UN High Commissioner for Human Rights, “We can only monitor progress if we have data that is disaggregated by sex, age, race, ethnicity, income, migration status, disability and other characteristics relating to the grounds of discrimination prohibited by human rights law.
