- 31/01/2011 to 04/02/2011: FAO COFI (Committee on Fisheries) 29, Food and Agriculture Organization of the United Nations, Rome, Italy.
The 29th Session of the Fisheries Committee (COFI 29) of the Food and Agricultural Organization of the United Nations (FAO) will meet in Rome from 31st January to 4th February 2011. Agenda item 10 on “Good practices in the governance of small-scale fisheries: Sharing of experiences and lessons learned in responsible fisheries for social and economic development” is of considerable potential interest.
Following the outcomes of the
FAO Global Conference on Small-Scale Fisheries (4SSF in Bangkok, 2008) at the previous COFI (
COFI 28 in March 2009) many FAO Members expressed the need for an international instrument on small-scale fisheries that would guide national and international efforts to secure sustainable small-scale fisheries and create a framework for monitoring and reporting. At the next session of COFI (COFI 29), Committee members are invited to give guidance on the desirability, scope and nature of such an instrument, comment on the principles and thematic areas identified by the consultative processes and advise on the next steps.
This international debate comes at a time where the EU is reforming its Common Fisheries Policy, with the possibility of adopting a differentiated fishing regime to protect small-scale coastal fleets. The EU’s position has not changed since the last COFI meeting as regards its approach to the small scale fisheries sector, which will remain coherent with the present and future Common Fisheries Policy. It has not supported the development of a new international instrument dedicated to small scale fisheries, but rather to encourage existing commitments under the Code of Conduct for Responsible Fisheries to be implemented fully.

The conference will put a special focus on the ongoing reform of the Common Fisheries Policy and how this process is involving and influencing everyday lives in European coastal communities.

- 02/09/2010: Green MEPs seminar: "Who should have the Right to Fish?" Brussels, Belgium.
Who should have the right to fish? was the title of the seminar organised by the Green MEPs in the European Parliament on 2 September.
Isabella Lövin (Sweden), Raul Romeva (Spain) and Jean Paul Besset (France) presented a new vision on how fishing access rights should be allocated under the reformed Common Fisheries Policy (CFP). In their view, the allocation should be based on environmental and social criteria, rather than the current system based on relative stability and historical rights.
The seminar participants, including representatives of the fisheries sector from the Mediterranean to the Baltic and wider civil society, agreed that in their local fisheries such a change would be an improvement on the status quo. Carla Montesi from the Commission also welcomed this contribution to the debate.
